Proceedings to be published by IEEE CS Press. The WWW is now a familiar channel for information dissemination and gathering among people from all walks of life. The sheer variety and amount of information that may be obtained are staggering. Academics and researchers use this avenue to publish their research and to satisfy their quest for knowledge. Students are discovering and tapping vast amounts of information never dreamed of before. Team workers utilise the Web for remote collaboration. Many corporations with business sense have established a Web presence to exploit the technology. The consumer has benefited through access to large amounts of dynamic data which enables comparison-shopping. Hence, the ubiquitous Web has become somewhat indispensable for many and for various reasons. Herein lies the challenges for researchers, developers and content-providers to improve the Web to satisfy these needs. The aim of this conference is to provide an international forum for researchers, professionals, and industrial practitioners to share their knowledge in the rapidly growing area of Web technologies. The WISE 2002 conference will feature two keynote speeches (12th and 13th December) and thirty-four paper presentations spread over three days (12-14th December). Participants may also attend the keynote speech (13th December) of the ICADL2002 conference which will be hosted in the same hotel. A different tutorial will be conducted daily from the 11th to the 14th December.
